If you hold a standard Maryland real estate license, getting a Pennsylvania reciprocal license is a fairly straightforward process. You’ll apply online through the Pennsylvania Licensing System (PALS) with a $97 application fee. The main requirements are a recent Criminal History Records Check for every state you’ve lived or worked in during the past five years and a Letter of Good Standing from Maryland (requested through DLLR for $28). Once those documents are uploaded into PALS, your application is submitted to your broker for approval, then reviewed by the Pennsylvania Real Estate Commission. After approval, your license will be issued, and you’ll need to purchase access to the Pennsylvania Association of Realtors (PAR) forms for that additional state and update your advertising to meet PA compliance standards. Depending on where you plan to do business, you may also need to join an additional MLS to fully operate in Pennsylvania
PA Reciprocal License
If you hold a Pennsylvania real estate license and want to obtain a reciprocal license in Maryland, you’ll apply online through the Maryland Real Estate Commission’s licensing portal. The application fee is $98 for a Salesperson, $143 for an Associate Broker, or $211 for a Broker. You’ll need to provide a Certification of License History from Pennsylvania, dated within 90 days, confirming your license is active and in good standing, along with any required supervision letters from your broker (wet signatures only, no e-signatures). Once all documents are submitted and the application is approved, Maryland will issue a two-year reciprocal license. Depending on your situation, you may also need to register as a foreign entity in Maryland and submit any trade name documentation .
MD Reciprocal License
If you already hold a real estate license in another state and want to practice in West Virginia, the process is considered non-reciprocal — meaning you’ll still need to take and pass the West Virginia state licensing exam. You’ll start by applying through the WV Real Estate Commission as a non-resident applicant, providing verification that you’re licensed and in good standing elsewhere, along with completing the required background check. Once your application is approved, you’ll sit for the WV state portion of the exam. After passing, you must be affiliated with a West Virginia broker in order to activate your license.
WV Salesperson License
When you join a Board of Realtors, you are actually joining on three levels: local, state, and national. If you become licensed in another state or jurisdiction, you may also be required to purchase access to the forms in that area and/or join the Realtor board for that state. In some cases, an additional MLS membership may also be required. It’s important to research your desired service area before pursuing a new license so you understand the board, form, and MLS obligations that come with it.

REFERRAL
Referral status means you’re licensed but not actively practicing real estate. You can earn income by referring clients to other active agents, but you can’t represent buyers or sellers yourself.

REFERRAL+
Referral+ gives you referral-only status with added access to KW tools and systems (like Command). You can still earn by referring clients, but you cannot join the MLS, hold open houses, or show properties. It’s designed for agents who want to stay connected without going fully active.

ACTIVE
Active status means you’re a fully practicing real estate professional. You can represent clients, write contracts, list homes, show properties, host open houses, and participate in every part of the business while keeping up with board/MLS and compliance requirements.
